On 12 November 2025, CLC/TC 47X opened its Plenary and Working Group Meetings at the Atlantica Miramare Hotel in Limassol, Cyprus.

Hosted by the Cyprus Organisation for Standardisation (CYS), the meetings brought together European experts working on semiconductor devices, trusted chips and hardware technologies with security-related functionality.

Raphael Legal and Privacy Minders, now OSTRAI, supported the opening day as sponsors, alongside KINEAS.

The involvement extended beyond sponsorship.

Maria Raphael also participated in the CLC/TC 47X meetings as a CYS delegate, in the context of her wider participation in Cyber Resilience Act standardisation.

The meetings therefore brought together two aspects of the work reflected in OSTRAI today: supporting the European standardisation community and participating directly in the standards environment relevant to cybersecurity and product regulation.

Supporting and participating in CLC/TC 47X

Raphael Legal and Privacy Minders supported the opening day of the CLC/TC 47X Plenary and Working Group Meetings together with KINEAS.

The meetings were hosted in Cyprus by the Cyprus Organisation for Standardisation.

At the same time, Maria Raphael participated in the meetings as a CYS delegate as part of her CRA standardisation involvement.

These were distinct roles.

The sponsorship supported the organisation and hosting of the technical community in Cyprus.

Maria Raphael’s participation related to the standards work itself and her involvement in the European standardisation environment supporting implementation of the Cyber Resilience Act.

The event therefore reflected both institutional support for European standardisation and direct participation in the standards community.

Secure hardware and the Cyber Resilience Act

The work discussed during the meetings forms part of the European standardisation environment relevant to secure hardware and the implementation of cybersecurity requirements under the Cyber Resilience Act.

Participation in the standards environment

Maria Raphael participated in the CLC/TC 47X meetings as a delegate of the Cyprus Organisation for Standardisation.

Her participation formed part of her broader involvement in European CRA standardisation.

That distinction is important.

OSTRAI’s standards work is not limited to monitoring published standards from outside the standardisation process. It is informed by participation in European standardisation environments in which regulatory requirements are translated into technical standards and implementation frameworks.

The Limassol meetings provided direct exposure to the work taking place around semiconductors, trusted chips and hardware with security-related functionality, technologies that can form part of the cybersecurity architecture of products with digital elements.

Cyprus and European standardisation

The Limassol meetings also demonstrated Cyprus’s role in European standardisation.

The Cyprus Organisation for Standardisation hosted CLC/TC 47X experts working on semiconductor devices and trusted hardware technologies.

Raphael Legal and Privacy Minders supported the event as sponsors, while Maria Raphael participated in the meetings as a CYS delegate.

This combination of hosting, institutional support and expert participation illustrates the different ways in which Cyprus contributes to European standardisation activity.

The CLC/TC 47X meetings in Limassol brought together experts working on semiconductor devices, trusted chips and hardware technologies with security-related functionality.

For OSTRAI, that combination is significant.

Technology regulation increasingly depends on the relationship between legal requirements, technical implementation and European standardisation.

The Limassol meetings provided an opportunity both to support the standards community carrying out that work and to participate directly in the standardisation environment surrounding secure hardware and the Cyber Resilience Act.
